Job Purpose
This consultancy aims to support the implementation of UNICEF's Education Emergency Response and Recovery strategies in Viet Nam, focusing on climate change-related disasters. The role involves strengthening the capacity of children, families, communities, and government bodies to deal with these challenges, with a specific focus on reducing child vulnerabilities. The consultant will contribute to reducing risks, planning for natural disasters, and ensuring vulnerable populations are better prepared to withstand climate shocks. The work aligns with the Child-Centred Disaster Risk Reduction (CCDRR) approach and the Sustainable Development Goals, promoting initiatives like Climate Smart and Safe Schools, community-based child protection systems, and risk mapping. The consultant will provide critical inputs to the emergency component of Education programming to meet UNICEF's Core Commitments for Children in Humanitarian Action (CCCs).
Responsibilities
Support the design and implementation of education emergency response and recovery programs in Viet Nam, ensuring alignment with UNICEF's Core Commitments for Children in Humanitarian Action (CCCs). Contribute to the development and application of the Child-Centred Disaster Risk Reduction (CCDRR) approach within the education sector. Assist in strengthening the capacity of national and sub-national government counterparts, communities, and schools to prepare for, respond to, and recover from climate change-related disasters. Facilitate the promotion of Climate Smart and Safe Schools models and community-based child protection systems. Support initiatives aimed at raising awareness of climate change-related disasters among children and youth, utilizing innovative technologies and youth-led approaches. Contribute to the mapping of risks in schools and communities to inform preparedness and response strategies. Provide technical assistance and policy advice to the government on integrating disaster risk reduction and climate change adaptation into education sector policies and plans. Support monitoring and evaluation of education emergency response and recovery activities, including data collection and analysis. Collaborate with relevant UN agencies, government ministries, NGOs, and other partners to ensure coordinated and effective interventions. Document lessons learned and best practices to inform future programming and advocacy efforts.
Work Experience
At least five years of professional experience in education programming, disaster risk reduction, humanitarian response, or climate change adaptation, preferably in the context of Viet Nam or similar developing countries. Experience working with UN agencies or international organizations is an asset.
