Job Purpose
Under the Chief of Section, the Construction Specialist is responsible for the coordination of construction activities under the Education Programme. This role is critical to ensuring the successful delivery of sustainable, inclusive, and high-quality learning environments in disadvantaged and overcrowded areas. The management of construction projects includes planning, support to procurement, and monitoring of construction works on site. The incumbent collaborates closely with UNICEF Operations in defining construction interventions to meet programmatic needs and achieve results for children, and provides technical and advisory support to Government and partners on construction project management. The role involves preparing construction annual work plans, collaborating with UNICEF Programme and Government counterparts, and preparing design and technical documents.
Responsibilities
The Construction Specialist will be responsible for the preparation of construction annual work plans, ensuring alignment with programmatic needs and UNICEF's strategic objectives. They will collaborate closely with UNICEF Programme sections and Government counterparts to ensure effective coordination and integration of construction activities. This includes preparing detailed design and technical documents, specifications, and Bills of Quantities for construction projects. The specialist will provide crucial support to the procurement process, ensuring compliance with UNICEF and donor regulations. A key responsibility is the rigorous monitoring of construction projects on site, ensuring quality, adherence to timelines, and budget management. They will also provide technical and advisory support to Government and partners on construction project management best practices, focusing on sustainability and inclusivity. The role requires managing construction interventions to meet programmatic needs and achieve tangible results for children, particularly in improving access to quality education in challenging environments.
Work Experience
5 years of relevant work experience in construction management, education infrastructure, project management, procurement, contract management, site supervision, architectural design, sustainable design, environmental compliance, and stakeholder management, preferably within UN and/or NGO settings.
