Job Purpose
The ALS Consultant will support the development of a Regional ALS Implementation Roadmap in the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM). This role involves co-facilitating regional workshops to gather input from ALS stakeholders on achievements, challenges, and solutions. The consultant will also design and facilitate consultations with Local Government Units (LGUs) through Local School Boards (LSBs) regarding ALS implementation. The ultimate goal is to inform and shape the roadmap for improving the Alternative Learning System in the BARMM region, ensuring sustainable and scaled-up interventions in line with the Philippines Development Plan and SDGs.
Responsibilities
The ALS Consultant, under the direct supervision of the UNICEF Education Specialist and in close coordination with the Ministry of Basic, Higher and Technical Education (MBHTE) through the Bureau of Alternative Learning System (BALS), will undertake the following tasks: 1. **Co-facilitate Regional Workshops:** Organize and co-facilitate one three-day regional workshop involving ALS stakeholders from across BARMM. This workshop will focus on consulting stakeholders to gather critical information on the current state of ALS implementation, including achievements, identified problems or bottlenecks, and proposed responses to these challenges. The consultant will be responsible for providing relevant and detailed documentation of these workshops. 2. **Develop Consultation Design and Facilitate LGU Consultations:** Design a comprehensive consultation guide and facilitate a series of consultations with Local Government Units (LGUs), specifically through their Local School Boards (LSBs). These consultations will aim to gather insights and perspectives from LGUs on ALS implementation, ensuring their input is integrated into the development of the regional roadmap. The focus will be on understanding local contexts, capacities, and needs to ensure the roadmap is practical and effective.
Work Experience
A minimum of two years of professional experience in education program development, implementation, or policy analysis, preferably in the context of alternative learning systems or non-formal education. Experience working with government agencies and local communities in the Philippines is an asset.
