Job Purpose
The consultancy will support the broader Adolescent Development and Participation (ADAP) and youth initiatives for UNICEF Timor-Leste Country Office. This includes enhancing mental health awareness and referral systems at schools and Youth Centers, developing and implementing a Climate Change Adaptation Module for youth, and integrating it into the Youth Parliament Programme. The consultant will also support Hackathons for social impact innovation, the UPSHIFT initiative on green skills and livelihoods, and training on the rights of persons with disabilities. Activities will target youth associations to enhance institutional capacity and leadership in selected municipalities, alongside activities under the Youth Parliament Programme and capacity-building for Youth Centers. The consultant will provide strategic leadership for ADAP and Youth Programming, coordinating across sections within UNICEF.
Responsibilities
Support the development and implementation of the Climate Change Adaptation Module for youth and its integration into the Youth Parliament Programme. Organize and facilitate Hackathons for social impact innovation and support the UPSHIFT initiative on green skills and livelihoods. Conduct training on the rights of persons with disabilities with ADTL. Target 13 youth associations to enhance their institutional capacity and leadership in selected municipalities. Implement activities under the Youth Parliament Programme and provide capacity-building for Youth Centers. Develop and strengthen mental health awareness and referral systems at schools and Youth Centers. Provide strategic leadership for ADAP and Youth Programming, ensuring effective coordination across UNICEF sections. Monitor, report, and document programme results, including preparation of donor reports. Contribute to the overall strategic direction and implementation of UNICEF's adolescent and youth-focused programmes in Timor-Leste.
Work Experience
Minimum 5–7 years of relevant professional experience in adolescent and youth development, programme coordination, or related areas. Proven experience in designing and implementing youth-focused programmes, including capacity-building and social innovation initiatives. Demonstrated experience working with UN, government institutions, NGOs, and youth-led organizations.
