Job Purpose
The Security Specialist, under the direct supervision of the Regional Security Advisor, will provide critical support, analysis, and advice to Regional and Country Offices concerning UNICEF's programme activities, operations, and personnel. This role is essential for upholding the safety and security of UNICEF staff and operations in line with UN and UNICEF Security Management Systems. The specialist will contribute to the UNICEF mandate by conducting robust security risk analyses, offering expert advice, and implementing relevant mitigation strategies. This position involves performing security activities in Dakar and potentially other regional countries, collaborating closely with the UN Security Management System (UNSMS), the UN Department of Safety and Security (UNDSS), and NGO partners under the Saving Lives Together (SLT) policy. The role is integral to developing security assessments, procedures, and guidelines, including Security Risk Assessments (SRAs) and Minimum Operating Security Standards (MOSS), to support country offices.
Responsibilities
The Security Specialist is accountable for Security Risk Management and Planning, advising Representatives on the safety and security of UNICEF personnel, eligible family members, and premises, adhering to UN and UNICEF Security Management Systems. This includes observing SMT/ASMT meetings, assisting UNDSS, and participating in the security coordination cell. The role involves providing advice on technical security requirements within the UN Security Plan, MOSS, and Residential Security Measures (RSM), monitoring their implementation, and offering technical oversight for contracted security providers. The specialist will prepare and maintain UNICEF security documentation, including contingency plans, and submit mandatory reports on security compliance and incidents to the Regional Security Advisor and the Office of the Security Coordinator (OSC). Furthermore, the role encompasses Safety and Security Services, monitoring the security situation to provide independent analysis predicting conditions affecting UNICEF personnel, premises, and assets. The specialist will implement security activities supporting UNICEF operations, conduct security risk management for all locations, and ensure personnel are informed about security matters and emergency actions. This includes coordinating with UNDSS for mandatory security training and participating in contingency exercises, as well as conducting security surveys for international personnel residences. The role also involves Programmatic Security Information Analysis, collecting information, and providing specific analysis and support for programme planning and implementation, particularly in security-compromised areas, working closely with programme and communication personnel.
Work Experience
A minimum of two years of progressively responsible professional experience in security management, risk assessment, or a related field is required. Experience working within the UN system or a similar international organization is an asset.
