Job Purpose
The Health Specialist will support the Ministry of Health in Eswatini to develop cost-effective and efficient solutions to strengthen the health system and its sub-sectors. The role involves planning, budgeting, and monitoring the implementation of all health components of the UNICEF Eswatini Country Programme. The specialist will focus on upstream programming, utilizing organizational resources for feasible, cost-effective programmatic solutions that increasingly rely on domestic resources. This includes developing evidence-based programs, contributing to SBC plans, supporting resource mobilization, and collaborating on policy and financing solutions. The position aims to institutionalize evidence-based programming, enhance national monitoring, and establish effective accountability mechanisms for improved health service quality.
Responsibilities
Under the direct supervision of the Head of Office, the Health Specialist will plan, budget, and monitor the implementation of all health components of the UNICEF Eswatini Country Programme. The role involves establishing networks with peers in the multi-Country Office to ensure synergy and efficiency through enhanced sub-regional partnerships. Key accountabilities include developing evidence-based programs of support to assist the government in achieving health sector goals, monitoring program implementation including budget execution and results achievement, and contributing to the development of SBC plans for the UNICEF Health program. The specialist will also contribute to resource mobilization efforts in the health program area and collaborate with the Social Policy Specialist to develop policy and financing solutions for health programs. Additionally, the role supports partners in institutionalizing evidence-based programming, enhancing national monitoring and interoperability of health information systems, and establishing effective accountability mechanisms for the improvement of health service quality.
Work Experience
5 years of relevant work experience in health systems strengthening, public health, health policy, health financing, or immunization.
