Job Purpose
UNICEF seeks an experienced consultant to provide technical assistance on education sector planning and reform design. This role supports UNICEF's commitment to strengthening education systems and improving equitable learning outcomes for all children. The consultant will work within the Global Education Practice (GEP) Policy Reform and Programme Design team, collaborating with other teams to ensure alignment between sector planning, reform prioritization, evidence generation, and financing analysis. The objective is to assist programme countries, particularly those engaged with the Global Partnership for Education (GPE), in developing evidence-based education sector reforms, strengthening planning processes, and implementing transformative policies and programmes.
Responsibilities
Provide technical assistance to UNICEF programme countries on education sector planning and reform design, focusing on GPE processes such as Partnership Compacts and grant implementation. Support countries in identifying and prioritizing system reforms, developing coherent reform packages, and aligning financing and implementation arrangements. Strengthen the use of evidence in decision-making processes and sector planning. Collaborate with the Data, Economics and Assessment for Learning and Skills (DEALS) team and Global Policy and Liaison team to ensure coherence between sector planning, reform prioritization, evidence generation, and financing analysis. Assist in the development and implementation of transformative education policies and programmes grounded in evidence, equity, and system transformation principles. Contribute to strengthening education sector analysis, reform design, financing, policy implementation, and learning systems strengthening. Work with governments, multilateral organizations, and development partners to advance education sector reforms. Ensure alignment with UNICEF programming and global education priorities.
Work Experience
Minimum 10 years of professional experience in education sector planning, education policy reform, systems strengthening, or related areas. Demonstrated experience with GPE processes, education sector analysis, reform design, financing, policy implementation, and evidence-based policy design. Experience working with governments and development partners is required.
