Job Purpose

The Senior State Consultant Education will provide support for the achievement of Education programme results for the Patna Field office. The primary goal is to improve access to equitable, quality education and increase learning outcomes, especially for the most marginalized children in Bihar. This consultancy aims to contribute to UNICEF's mission of ensuring that every child has the opportunity to learn and thrive, by strengthening educational systems and interventions at the state level. The consultant will work under the supervision of the Education Specialist and Chief of Field Office, contributing to strategic planning, implementation, and monitoring of education programs.

Responsibilities

Provide technical support for the planning, implementation, and monitoring of education programmes in Bihar, focusing on improving access to equitable, quality education and enhancing learning outcomes for marginalized children. Assist in the development and execution of strategies aligned with UNICEF's education goals and national/state education policies. Conduct research and analysis on the education sector in Bihar, identifying key challenges and opportunities. Support the development of project proposals, reports, and other documentation related to education initiatives. Facilitate coordination and collaboration with government counterparts, civil society organizations, and other stakeholders involved in the education sector. Contribute to capacity building initiatives for partners and staff on education-related matters. Monitor programme progress, identify bottlenecks, and recommend corrective actions. Prepare regular progress reports and presentations on programme activities and results. Ensure that all activities are conducted in line with UNICEF's principles and guidelines, including a focus on child rights and gender equality.

Work Experience

At least 5 years of relevant work experience in programme planning, management, and/or research in the education sector. Knowledge and experience in education sector policy and practice are required.
