Job Purpose
Under the supervision of the Administration and Finance Specialist, the Administrative Officer will provide day-to-day administrative support to UNICEF’s Ebola response in Bunia. The incumbent will ensure efficient, timely, and compliant delivery of key operational support services required to sustain emergency response activities throughout the duration of the temporary appointment. This role is crucial for establishing and maintaining UNICEF’s operational presence, ensuring compliance with administrative rules, and facilitating the smooth deployment and support of personnel involved in the response efforts.
Responsibilities
Support the establishment and smooth functioning of UNICEF’s operational presence in Bunia, including office space, equipment, communications, utilities, accommodation, and other essential administrative services. Ensure compliance with UNICEF administrative rules, procedures, internal controls, and applicable emergency modalities. Coordinate administrative support for the deployment, onboarding, movement, rotation, travel, accommodation, and logistical follow-up of UNICEF personnel, consultants, surge staff, and visitors. Facilitate timely administrative processing for Ebola response activities, including IPC, WASH, health, community engagement, meetings, field missions, transport requests, and related documentation. Support budget monitoring for administrative and operational costs, track expenditures, flag issues, and contribute to timely financial and administrative reporting. Process administrative transactions, service requests, payment documentation, travel claims, vendor follow-up, and related actions. Support procurement, contract management, fleet arrangements, premises maintenance, office supplies, communications, and other operational services. Maintain accurate records and inventories of UNICEF assets, supplies, equipment, and vehicles. Support security and duty-of-care arrangements for personnel in affected and insecure areas. Liaise with authorities, UN agencies, partners, service providers, and internal teams; support coordination meetings and prepare regular updates on operational constraints, pending actions, resource needs, and recommendations.
Work Experience
A minimum of one year of relevant professional experience in office management, administration, finance, accounting, ICT, human resources, supply, or another related function is required.
