Job Purpose
This role is crucial for coordinating and implementing UNICEF's Water, Sanitation, and Hygiene (WASH) and Infection Prevention and Control (IPC) interventions within the context of the Ebola Virus Disease (EVD) outbreak in the Greater North Kivu province of the Democratic Republic of Congo. The incumbent will ensure the day-to-day operational coordination of the response, working closely with health authorities, Ministry of Health teams, and operational partners. A key aspect of this role involves representing UNICEF in WASH/IPC coordination mechanisms, leading rapid needs assessments, and contributing to operational planning to identify priorities, resource needs, and intervention areas. The position demands a proactive approach to monitoring partner activities, ensuring quality and timeliness, and managing partnership documents and budgets. This role is vital for supporting effective and equitable response efforts, particularly for children and at-risk communities, by ensuring the continuity of essential services and strengthening community engagement.
Responsibilities
The WASH Officer will be responsible for the day-to-day operational coordination of UNICEF's WASH/IPC response in affected areas, collaborating closely with health authorities and operational partners. This includes representing UNICEF in key coordination mechanisms such as the IPC Commission, WASH/IPC sub-pillar, and Ebola Task Force meetings to ensure a harmonized response. The role involves leading and coordinating rapid WASH/IPC needs assessments in health facilities, schools, communities, and IDP sites, and contributing to the operational planning of the UNICEF response, including resource needs and intervention strategies. Monitoring and supporting NGO operational partners to ensure quality, timeliness, and compliance of interventions is essential. The officer will prepare and follow up on partnership documents (SPD/ProDocs), including budgets and workplans, and conduct regular monitoring of partner activities through field visits and performance reviews. Contributing to the WASH/IPC supply plan, tracking stocks, and ensuring robust End User Monitoring (EUM) for distributed supplies are also key duties. The role supports the implementation of WASH/IPC activities in various settings, organizes training sessions for health workers and partners, and collaborates with RCCE/SBC teams to enhance community engagement on Ebola prevention. Ensuring PSEA requirements are integrated and monitored, and contributing to data collection, analysis, and reporting (SitReps, HAC, donor reports) are critical. The officer will provide regular updates on the response status, constraints, and recommendations, ensuring full compliance with UNICEF procedures and standards.
Work Experience
At least two years of professional experience in WASH programming, with a focus on public health, infection prevention and control, or emergency response. Experience in humanitarian contexts, particularly in outbreak response, is highly desirable.
