Job Purpose
With recurrent humanitarian crises, Social and Behavioral Change in Emergencies (SBCiE) and Risk Communication and Community Engagement (RCCE) are fundamental to building trust and empowering affected communities. This Long-Term Agreement (LTA) aims to establish a pool of vetted SBCiE/RCCE professionals to support coordination, reinforce SBC capacity in data generation, feedback mechanisms, knowledge management, and capacity development. The consultants will provide direct technical assistance to country offices, enabling teams to request training, workshops, data and feedback generation and analysis, and tailored strategies. This mechanism will also maintain shared learning through communities of practice, case studies, knowledge products, and routine communication channels, integrating SBCiE/RCCE approaches across programmes for emergency response and preparedness.
Responsibilities
The consultant will support SBC in Emergency initiatives across different organizational levels and continents. This includes providing technical assistance for the development and implementation of SBCiE/RCCE strategies, particularly in public health emergencies. Responsibilities will involve supporting coordination efforts, reinforcing SBC capacity within country offices, and contributing to data generation and feedback mechanisms. The consultant will also be involved in knowledge management, capacity development activities, and facilitating shared learning through communities of practice, case studies, and knowledge products. A key aspect will be ensuring the integration of SBCiE/RCCE approaches into emergency response and preparedness programmes, improving partner coordination, and strengthening evidence and feedback-based interventions. The role also emphasizes Accountability to Affected Populations (AAP), ensuring communities are informed and engaged throughout emergency response efforts.
Work Experience
A minimum of five years of professional experience in social and behavioral change communication, risk communication, community engagement, or public health in emergency settings. Experience with UNICEF or other UN agencies is an asset.
