The Thailand Country Office operates a hybrid structure supporting the country programme and hosting the Common Services Centre (CSC), which provides operational support to regional and specialized entities. Job Purpose
As a Strategic Business Partner and Deputy Representative, the incumbent will lead for results, drive change, and provide risk-informed, solution-focused analysis and advice to contribute to programme and management decisions for delivering results for children within a complex operational environment. The role directs staff to ensure effective, equitable, efficient, and client-oriented delivery of operational functions under the CSC framework, including finance, supply, administration, protocol, facilities management, ICT, safety, security, and risk management. The incumbent ensures compliance with UNICEF rules while recognizing the differing needs of hosted entities, supporting organizational effectiveness, coherence, risk-informed decision-making, and service optimization across the broader UNICEF operational platform in Thailand.
Responsibilities
The Deputy Representative Operations will lead by example and support the Head of Office in managing the office, acting as Officer in Charge in their absence. Key responsibilities include managing core operations support functions: financial management and reporting; facilities management, administration, and protocol services; supply and logistics management; information technology and digital support services; implementing partner management and risk management; and safety and security. The role involves convening operational functions to support integrated, strategic, and coherent service delivery. As a member of the Thailand Country and Senior Management Teams, the incumbent will represent the organizational risk, governance systems, and policies perspective in management discussions, promoting business models and strategic operations to drive results for children. This includes providing key contributions to CPD, CPMP, AMP, and supporting Results-Based Management and implementation using Value for Money criteria, while also promoting operational resilience, systems strengthening, and organizational agility across hosted entities and partnerships.
Work Experience
A minimum of seven years of progressively responsible professional experience in operations management, including experience in financial management, supply chain, administration, facilities management, and security. Experience in a UN or international organization context is highly desirable.
