Job Purpose
The Procurement Services Specialist will report to the Supply Manager, providing guidance and oversight on Procurement Services (PS), national budgeting for essential supplies for children, and supply financing solutions. This role serves as a focal point for identifying opportunities in adjacent areas such as market access, market intelligence, market development, and national supply chain strengthening. The specialist will ensure UNICEF contributes to capacity building of relevant government departments in procurement and supply chain management of essential commodities, and will be responsible for logistics and supply planning, including forecasting support for PS commodities through coordination with government and partners.
Responsibilities
The Procurement Services Specialist is responsible for managing the Procurement Services (PS) portfolio, ensuring efficient and effective procurement operations. This includes providing technical advice on commodity specifications and logistics arrangements to facilitate procurement, customs clearance, storage, and distribution in support of country programme procurement services transactions. The incumbent will also be responsible for logistics and supply planning, with a focus on forecasting support for procurement services commodities through coordination with the Government and other partners. A key aspect of the role is to ensure that UNICEF contributes to the capacity building of relevant government departments, including state-level entities, in procurement and supply accountabilities and the chain management of essential commodities. The specialist will also identify opportunities in adjacent areas such as market access, market intelligence, market development, and national supply chain strengthening, thereby promoting coherence between different components of supply operations and expanding the scope of procurement services offered by the Country Office.
Work Experience
A minimum of two years of professional experience in procurement, supply chain management, or a related field is required. Experience in public sector procurement or international organizations is an asset.
