Job Purpose
The Chief WASH (Climate Change, Environment, Energy and Disaster Risk Reduction, CEED) is central to advancing UNICEF Rwanda’s objectives for equitable access to safe water, sanitation, and hygiene. This role strengthens national and decentralized systems, improves service delivery in communities, schools, and health facilities, and enhances resilience to climate risks. The position provides strategic and technical leadership in policy development, sector coordination, and partnerships, directly contributing to reducing disease burden, supporting nutrition and education, and improving overall child well-being while enabling cross-sectoral impact across UNICEF’s broader programme priorities.
Responsibilities
The Chief WASH (CEED) reports to the Deputy Representative and is responsible for managing all stages of the WASH & CEED programme, from strategic planning and formulation to the delivery of outcome and output results. This includes leading and managing the Country Office WASH & CEED team and ensuring that results are achieved according to plans, allocations, results-based management approaches, UNICEF’s Strategic Plan, and performance standards. Key functions include managerial leadership, programme development and planning, programme management, monitoring and delivery of results, advisory services and technical support, advocacy, networking and partnership building, humanitarian WASH & CEED preparedness and response, and innovation, knowledge management, and capacity building.
Work Experience
A minimum of 8 years of professional experience in WASH-related programmes for developing countries is required, including one year of deployment in a developing country. At least one year of work in humanitarian situations, including one three-month mission deployment, is required. Proven ability to effectively lead a team to deliver results is also required.
