Job Purpose
The purpose of this consultancy is to support the Afghanistan country office in comprehensive vaccine management processes. This includes planning and forecasting, utilization, stock oversight, distribution, monitoring, and tracking of vaccines for both routine immunization and Supplementary Immunization Activities. The consultant will play a key role in supporting the rollout of the open mSupply eLMIS at the national EPI, regional, and provincial stores. Furthermore, the consultant will be deployed to field offices to ensure the quality of vaccines and effective supply chain management at the sub-national level. The consultant will report to the Immunization Specialist (Cold Chain) UNICEF and will closely coordinate with the Immunization Specialist (Program) for specific tasks.
Responsibilities
Support the Afghanistan country office in comprehensive vaccine management processes, including planning, forecasting, utilization, stock oversight, distribution, monitoring, and tracking of vaccines for routine immunization and Supplementary Immunization Activities. Facilitate the rollout of the open mSupply eLMIS at the national EPI, regional, and provincial stores. Conduct field visits to sub-national levels to ensure vaccine quality and effective supply chain management. Provide technical assistance and capacity building to Ministry of Health (MOH) staff on vaccine management and eLMIS. Monitor vaccine stock levels and identify potential stock-outs or overstock situations. Ensure adherence to WHO/UNICEF EVM standards. Prepare regular reports on vaccine supply chain performance and challenges. Collaborate with immunization program staff and other stakeholders to address supply chain bottlenecks. Contribute to the development and implementation of supply chain improvement strategies. Ensure effective cold chain management for vaccine storage and transportation. Support data collection and analysis for informed decision-making in vaccine logistics.
Work Experience
At least 5 years of previous relevant and proven experience in the EPI programme, particularly on cold chain or vaccine security.
Skills
Proven experience in immunization supply chain systems, Cold chain inventory tools, Vaccine eLMIS, Familiarity with WHO/UNICEF EVM standards, Capacity building of MOH staff, Skill transfer experience, Strong leadership skills, Ability to work collaboratively in multicultural and multidisciplinary teams, Excellent report writing skills, Facilitation skills
