Job Purpose
The Adolescent Substance Misuse and Diversion Consultant will support the development, preparation, implementation, and monitoring of Government of Japan-funded projects aimed at prevention and early intervention of adolescent drug misuse in Fiji and Samoa. The role involves providing technical guidance and management support throughout the programming processes. The consultant will collaborate closely with Government counterparts at national and subnational levels, civil society organizations, faith-based organizations, and other community organizations to bolster capacity of national coordinated systems and associated service providers to respond to drug abuse, including underlying violence and mental health and psychosocial issues. This includes case management, associated information management, primary and secondary prevention, and diversion of children in conflict with the law to support services at the community level.
Responsibilities
Support the development, preparation, implementation, and monitoring of multiyear programmes for Fiji and Samoa focused on adolescent substance misuse and diversion. Provide technical guidance and management support to Government counterparts and civil society organizations in responding to drug abuse, violence, and mental health issues among adolescents. Assist in strengthening the capacity of national coordinated systems and service providers for effective case management and information management. Contribute to the design and implementation of primary and secondary prevention strategies, including access to information. Facilitate the diversion of children in conflict with the law to appropriate support services at the community level. Work collaboratively with national and subnational government officials, NGOs, faith-based organizations, and community groups to ensure programme success. Monitor programme activities, track progress against deliverables, and prepare regular reports. Ensure alignment of programme activities with UNICEF's mandate and the rights of every child, particularly the most disadvantaged.
Work Experience
A minimum of 8 years of professional experience in the justice or security sector, child protection, and/or other related areas is required. Some of this experience should preferably have been served in a developing country.
