Job Purpose
The International Consultant will coordinate the end-line evaluation, audit readiness, and full project close-out for the EU-funded CARE4Health project in Ethiopia. This role is crucial for ensuring that all closure-critical activities are completed to the required quality and within the agreed timeframe, particularly in conflict-affected and underserved areas. The consultant will lead the day-to-day coordination of the evaluation, audit preparation, final reporting, documentation, stakeholder dissemination, and follow-up on outstanding closure actions, including construction-related matters. The objective is to ensure the CARE4Health project concludes systematically, is well-documented, and audit-ready, meeting UNICEF and donor standards.
Responsibilities
Coordinate the end-line evaluation of the CARE4Health project, ensuring adherence to UNICEF and donor standards. Lead audit readiness activities, preparing all necessary documentation and processes for a successful audit. Manage the final reporting and closure documentation, ensuring all project deliverables are accurately recorded and submitted. Facilitate stakeholder dissemination of project outcomes and lessons learned. Oversee and follow up on remaining closure actions, including any outstanding construction-related matters. Ensure that all project activities, including renovation of health facilities, restoration of CBHI, procurement of supplies, and support for DHIS2, MHPSS, and GBV services, are properly closed out. Strengthen DHIS2 and eCHIS reporting and decision-making processes as part of the project closure. Ensure the project closes in a systematic, well-documented, and audit-ready manner. Liaise with relevant government ministries and partners to facilitate smooth project closure. Monitor and report on the progress of closure activities to UNICEF management.
Work Experience
A minimum of five years of professional experience in Public Health/Sexual Reproductive Health planning and management, Maternal, Child health, Adolescent Youth Friendly Health Care, Gender Based Violence, or Mental Health and Psychosocial support. This includes at least three years of experience in project coordination, specifically on EU Grants and within UN Agencies. Experience in health emergency/humanitarian preparedness is essential. Demonstrated familiarity with the EU-supported CARE4HEALTH project is mandatory.
