Job Purpose
Under the supervision of the Deputy Representative Programmes, the Chief Planning, Monitoring & Evaluation is responsible for coordinating the formulation, planning, design, and implementation of the integrated monitoring, evaluation, and research plan (IMEP) of the country programme. This role ensures a coherent, evidence-driven country programme that supports UNICEF China’s strategic transition under the Future Focus Initiative (FFI) and the prioritization of the programmatic shift in 2026-2027. The Chief will guide the IMEP processes in partnership with programme sections and relevant key national counterparts, ensuring that all activities are aligned with UNICEF's strategic goals and contribute to the well-being of children.
Responsibilities
The Chief Planning, Monitoring & Evaluation will support and guide the Planning, Monitoring and Evaluation (PME) functions and processes of the Country Programme, working in close cooperation with the Deputy Representative. This includes leading mid-year reflections, strategy papers, annual reviews, and annual reporting processes, as well as Integrated IMEP development and implementation. The role involves organizing relevant training and liaising with counterparts as needed. Furthermore, the Chief will lead the PME section in monitoring programme implementation, performance, and results, as well as funding and Programme Budget Allocation (PBA). This includes strengthening donor relations, supporting donor reviews, and providing quality assurance inputs to programme sections. In collaboration with the Deputy Representative Programmes and the Partnerships & Innovation Chief, the role supports the Representative in resource mobilization and donor relations, including the preparation of donor proposals. The Chief will also support programme sections in undertaking evaluations.
Work Experience
A minimum of five years of professional experience in planning, monitoring, and evaluation, with a focus on programme management and data analysis, is required. Experience in a developing country context is an asset.
