Job Purpose
The Programme Specialist (P4) will significantly contribute to the operationalization and continuous enhancement of UNICEF’s Technical Assistance (TA) Hub. This role is crucial for strengthening how knowledge and expertise are mobilized, connected, and applied across the organization to deliver impactful results for children globally. The specialist will play a key role in developing an integrated ecosystem that links expert networks, knowledge platforms, and collaborative communities to support country programmes, especially in challenging and high-demand environments. The objective is to ensure that technical assistance is timely, coordinated, and evidence-informed, thereby improving UNICEF's capacity to respond effectively, foster learning, and scale successful solutions for children worldwide.
Responsibilities
The Programme Specialist will be instrumental in coordinating and improving a global External Expert Network to ensure rapid access to high-quality expertise. A key responsibility includes contributing to the development of a next-generation knowledge management system, transforming data and insights into actionable solutions for programme delivery. The role also involves supporting the design and rollout of Communities of Practice to foster collaboration and real-time knowledge exchange among staff. Furthermore, the specialist will facilitate knowledge partnerships with academic and research institutions to integrate cutting-edge evidence into UNICEF's programmes. Strengthening the integration of systems, tools, and workflows to ensure coherent, efficient, and high-quality technical assistance delivery is also a core function. This includes managing complexity, leading cross-functional teams, and delivering results under tight timelines in dynamic environments, ensuring technical assistance is timely, coordinated, and evidence-informed.
Work Experience
A minimum of 8 years of progressively responsible work experience at senior levels in International Development, Innovation, Knowledge Management, Program Management, Evaluation, or Digital Transformation is required. Experience working across global, regional, and country contexts is also necessary.
