Job Purpose
This position will provide key functions and results to support effective teamwork in the implementation of the office’s emergency preparedness and response activities, in collaboration with other members of the country office’s emergency team. The incumbent will be responsible for providing technical expertise for the development, planning, implementation, monitoring, and evaluation of emergency interventions, with the aim of promoting the survival and well-being of children, mothers, and communities affected by emergency situations. The role is crucial as UNICEF Cuba begins a new Country Programme Document (CPD) cycle (2026–2030) in 2026, requiring robust emergency preparedness and response capabilities.
Responsibilities
1. Emergency Preparedness: Provide professional assistance in analyzing emergency-prone conditions and risks, contributing to early warning and preparedness. Assist in formulating action plans for emergency preparedness and response. Support training for office staff capacity building in emergencies. Participate in regional training workshops to enhance office emergency preparedness and response capabilities. 2. Emergency Response: Assist in implementing initial operational tasks for emergency assistance. Collect reliable information to verify the nature and extent of emergencies with relevant stakeholders. Ensure effective telecommunications and staff security assistance during emergencies. Monitor the safety and whereabouts of UNICEF staff and their dependants, reporting status to management. Participate in implementing the emergency preparedness and response plan. 3. Emergency Project Management: Participate in implementing action plans and work plans for emergency projects. Conduct field visits to assess local conditions and monitor project progress. Communicate and advocate on the situation and needs of children through media. Collect and analyze lessons learned from UNICEF's emergency experiences. Mainstream disaster prevention, mitigation, preparedness, and response strategies into country office workplans.
Work Experience
A minimum of one year of relevant professional work experience at the national or international level in programme/project development, planning, implementation, monitoring, evaluation, or administration.
