Job Purpose
This consultancy aims to produce a comprehensive and operational diagnosis of the Senegalese legal framework for online child protection. It will formulate concrete and applicable legislative proposals to prevent, detect, sanction, and respond to violence, abuse, and exploitation of children in the digital environment. The initiative will directly contribute to strengthening children's effective protection by providing the country with a coherent legal framework, adapted to technological advancements and aligned with international standards. The project addresses the need for specific studies on the legal framework for online child protection, aiming to fill identified gaps with provisions for exhaustive online protection and appropriate sanctions for offenders.
Responsibilities
The consultancy will conduct a national-level analysis of the normative framework to assess the integration of online child protection. This involves examining existing laws and regulations concerning digital use in Senegal, identifying limitations and shortcomings in child protection for all users, and proposing legislative texts to address these gaps. The work will be divided into four phases. Key tasks include mapping risks associated with internet and virtual platform use, analyzing existing provisions and gaps in victim support, investigations, and prosecution of offenders. It also involves benchmarking legal frameworks in comparable countries against international and regional standards, examining the coherence of responsibilities among judicial actors, and identifying legal and procedural gaps that hinder effective prosecution, admissibility of evidence, and protection of children during legal proceedings.
Work Experience
Proven experience in legal research, legislative drafting, and analysis, particularly in the areas of child protection, human rights, or digital law. Experience working with international organizations or governments on similar projects is an asset.
