National Individual Consultant on management of information system and programme service delivery performance

UNICEF works in over 190 countries and territories to save children’s lives, defend their rights, and help them fulfill their potential. The Ministry of Labour and Social Protection of the Republic of Moldova, with UNICEF's technical assistance, has developed a Power BI-based data platform to monitor the social assistance reform. Ensuring its continued functionality and development is a strategic priority.

Job Purpose

The purpose of this consultancy is to ensure the continuous functionality, maintenance, and improvement of the RESTART Power BI data platform. The consultant will develop a comprehensive operational manual to enable the Ministry of Labour and Social Protection to sustainably manage, maintain, and further develop the platform independently. This assignment will support evidence-based management of the social assistance reform, strengthen institutional capacity for data analysis, performance monitoring, and decision-making, and contribute to the long-term usability, reliability, and institutional ownership of the platform.

Responsibilities

The consultant will perform the following tasks: Maintain and improve the RESTART Power BI platform, including dashboards, reports, indicators, and data visualizations related to the social assistance reform. Organize, verify, and ensure the quality control of data processed and presented in the Power BI platform. Provide methodological support to consultants and stakeholders for accurate data interpretation and presentation. Offer technical support to employees of the Ministry of Labour and Social Protection, Territorial Social Assistance Agencies (ATAS), Territorial Social Assistance Structures (STAS), and other relevant institutions in using and administering the Power BI platform. Monitor the functionality of the RESTART Power BI platform, identify technical issues, and implement corrective actions for uninterrupted operation. Contribute to the further development and optimization of data management, reporting, and performance monitoring processes within the social protection system.

Work Experience

At least two years of professional experience in data management, information systems development, Power BI development and administration, or a related field. Experience in public sector reform or social protection systems is an asset.
