Job Purpose
The purpose of this consultancy is to provide technical support to the Ministry of Social Cohesion and Family Affairs (MoSCFA) in Greece, through the Reform and Investment Task Force of the European Commission. The consultant will contribute to the implementation of the Technical Support Instrument (TSI) project "Modernizing Child Protection in Greece." This role involves in-depth analysis, policy review, research, and stakeholder consultations to inform and support the development of national action plans, strategies, and public policy reforms related to child protection. The consultant will be instrumental in synthesizing complex information and formulating actionable policy recommendations to enhance the child protection system in Greece, aligning with international child rights frameworks and national priorities.
Responsibilities
The consultant will conduct comprehensive reviews of existing child protection policies and systems in Greece, identifying strengths, weaknesses, and areas for reform. This will involve extensive research, data collection, and analysis, including qualitative research methods and stakeholder engagement with government institutions, international organizations, UN agencies, and civil society. A key responsibility will be to facilitate consultations with various stakeholders to gather input and build consensus on proposed reforms. The consultant will be responsible for drafting analytical reports detailing findings and providing evidence-based policy recommendations. Furthermore, the consultant will support the development of national action plans, strategies, or public policy reforms aimed at modernizing child protection in Greece. This includes synthesizing complex information into clear, actionable proposals and potentially assisting in the drafting of policy documents. The role requires excellent writing skills for producing high-quality reports and policy briefs, as well as strong facilitation skills to effectively engage diverse groups.
Work Experience
Minimum of 7 years of progressively responsible professional experience in child rights, child protection, social policy, or public sector reform. Demonstrated experience in policy reviews, research, stakeholder consultations, and drafting analytical reports with policy recommendations is required. Experience supporting the development of national action plans or strategies is also essential.
