Job Purpose
The purpose of this consultancy is to strengthen implementation monitoring systems in selected high-priority countries to improve programme performance, accountability, and equitable immunization outcomes. This will be achieved through structured quarterly monitoring, review, and action. The approach aims to enhance programme accountability and visibility, strengthen data-driven decision-making at local and national levels, enable timely identification and resolution of implementation bottlenecks, improve coordination across stakeholders, enhance equitable immunization coverage and service delivery, and institutionalize continuous learning and adaptive programme management. The consultant will contribute to scaling up the implementation monitoring approach in Gavi 6.0, building on lessons learned from previous pilots and experiences, to accelerate equitable immunization coverage in priority countries.
Responsibilities
The consultant will be responsible for strengthening implementation monitoring systems in selected high-priority countries to improve programme performance, accountability, and equitable immunization outcomes through structured quarterly monitoring, review, and action. This includes enhancing programme accountability and visibility, strengthening data-driven decision-making at local and national levels, and enabling timely identification and resolution of implementation bottlenecks. The consultant will also work to improve coordination across stakeholders, enhance equitable immunization coverage and service delivery, and institutionalize continuous learning and adaptive programme management. Key activities will involve developing and refining implementation monitoring frameworks, indicators, reporting tools, and performance tracking systems. The consultant will utilize strong analytical and data management skills, including experience with platforms like Power BI, to analyze data and inform course correction. They will also coordinate with multiple stakeholders, drawing on familiarity with zero-dose, equity-focused immunization programming, and Gavi-supported initiatives to ensure effective program implementation and achieve desired outcomes.
Work Experience
Substantial professional experience supporting immunization, equity-focused programming, and implementation monitoring initiatives, including field experience at the operational level. Strong technical expertise in programme performance monitoring, data analysis, reporting systems, and stakeholder coordination, preferably within UNICEF, WHO, Gavi, or other donor-funded public health programmes. Experience working across multiple countries, particularly in low-resource or humanitarian settings, is highly desirable.
