Job Purpose
This consultancy aims to provide essential system-level coordination and technical support to the Ministry of Education and Science (MoES) in Tajikistan for the implementation of Component 2 of the IsDB/GPE/OFID Project (Phase II) during its second year. The role focuses on improving the quality and efficiency of education services, building upon previous phases and ensuring a cohesive, sequenced, and high-quality progression across curriculum reform, teacher professional development, and learning assessment subcomponents. The objective is to finalize, validate, field-test, and embed foundational designs into MoES institutional mandates, fostering national ownership and strengthening the education system.
Responsibilities
Coordinate and align activities, deliverables, and timelines across Subcomponents 2.1 (CBE curriculum reform), 2.2 (teacher professional development), and 2.3 (learning assessment and achievement monitoring) to ensure the coherent advancement of the Competency-Based Education (CBE) system. Support the MoES and its affiliated institutions in finalizing, endorsing, and institutionalizing the Year 2 deliverables for each subcomponent. Facilitate unified workplans, shared review processes, and consistent quality standards among international consultants, national experts, MoES Expert Groups, and UNICEF technical staff. Strengthen national ownership by working through existing MoES mandates and avoiding parallel structures, aligning with the COMPACT Partnership and National Strategy for Education Development to 2030 (NSED 2030). Provide timely advocacy, evidence packages, and reporting to MoES leadership, the Local Education Group (LEG), the Project Steering Committee, and development partners including IsDB, GPE, and OFID.
