Job Purpose
The Programme Officer, Budget and Grant Management plays a critical role in supporting the effective implementation and close-out of the Global Fund Malaria Grant Cycle 7 (GC7), which commenced on 1 January 2024, and planning and preparation work for Grant Cycle 8 (GC8). Embedded within the Project Management Unit (PMU), the position supports the Health Section by ensuring sound financial planning, execution, compliance, and accountability of grant resources in line with UNICEF Financial Regulations and Rules, IPSAS, and Global Fund requirements. The role provides essential technical and operational support to UNICEF and the National Malaria Control Programme, contributing to effective grant management, risk mitigation, and a smooth transition from GC7 to Grant Cycle 8, while strengthening coordination, oversight, and results-based use of resources.
Responsibilities
The Programme Officer, Budget and Grant Management will perform the following functions: Support financial planning and management, including budget preparation, forecasting, and monitoring of expenditures against approved budgets. Control of accounts, ensuring accuracy and compliance with financial regulations and rules. Treasury and cash management, overseeing the efficient use of funds and managing bank reconciliations. Knowledge and capacity building, providing training and guidance to staff and partners on financial management and grant compliance. The role also involves contributing to effective grant management, risk mitigation, and a smooth transition from GC7 to Grant Cycle 8, while strengthening coordination, oversight, and results-based use of resources by performing the following functions: Support financial planning and management. Control of accounts. Treasury and cash management. Knowledge and capacity building.
Work Experience
At least 2 years of relevant work experience in Accounting and Auditing, Programme Funding, Programme Budgeting, Grant management, and any other related fields.
