Job Purpose
Under the supervision of the Contracts Specialist, the Procurement Assistant provides a broad range of transactional, procedural, and administrative tasks in support of service contracting activities. This role supports Program Services areas to deliver on Programme commitments and related targets in the strategic plan, including normative mandates and programmatic responses to emerging priorities. The assistant ensures timely and efficient output compliant with UNICEF rules and regulations, demonstrating the capacity to research, adapt, and evaluate irregular cases, and recommend process improvements.
Responsibilities
At the GS-5 level, the Procurement Assistant is expected to carry out tasks with a high level of independence. This includes preparing and analyzing data on past and present procurement transactions to determine appropriate procurement strategies for different Service Categories, and collaborating with other UN agencies. The role supports planning through coordination with UNICEF Global Programme Divisions and other Headquarter Divisions, and assists Divisions through the requisitioning stage. The assistant reviews incoming requirements for appropriateness and completeness of ToRs and other documentation, ensuring quality and adequacy of information. They draft and prepare Requests for Proposals, coordinate proposal evaluations with Divisions and Offices, ensuring timely, transparent, and fair procurement processes that promote competition for value for money. Additionally, the assistant prepares submissions for the Contract Review Committee (CRC).
Work Experience
A minimum of five years of relevant work experience in procurement, contracting, or a related field is required. Experience in an international organization or UN system is an asset.
