UNICEF in the State of Palestine (SoP) operates in a complex humanitarian context, supporting children and families in Gaza. The Security Officer plays a key role in enabling programme delivery by providing security risk management support.
Job Purpose
The Security Officer reports to the Security Specialist or Chief of Operations/Operations Manager, providing professional technical, operational, and administrative support in managing security planning, management, and risk assessments. The primary objective is to ensure the safety and security of personnel, including their eligible family members, and to safeguard UNICEF premises, assets, and resources at the duty station. This role is crucial for enabling UNICEF's programme delivery in a challenging humanitarian context by mitigating security risks and ensuring a secure environment for all operations and staff.
Responsibilities
The Security Officer is responsible for Security Risk Management and Planning, which includes conducting threat assessments, developing and implementing security plans, and ensuring compliance with the United Nations Security Management System (UNSMS). They provide Safety and Security Services by monitoring the security situation, responding to incidents, and coordinating with local authorities and other UN agencies. This involves managing security operations, ensuring the safety of personnel and dependents, and protecting UNICEF facilities and assets. The role also encompasses Security Networking and Partnership Building, fostering relationships with host government security entities, UN security focal points, and other relevant stakeholders to enhance information sharing and coordinated security efforts. Furthermore, the Security Officer contributes to Innovation, Knowledge Management and Capacity Building by staying updated on security trends, sharing best practices, and providing security awareness training to UNICEF staff. This includes developing and delivering security briefings and ensuring that all personnel are aware of and adhere to security protocols and procedures.
Work Experience
A minimum of two years of relevant work experience in security, security risk management, security operations, emergency management, crisis management, threat assessment, contingency planning, safety management, security training, or stakeholder liaison is required.
