Job Purpose
The Health Specialist, reporting to the Health Manager, is responsible for assisting in the management of IFI projects and spearheading the overall management, implementation, monitoring, evaluation, and reporting of the BPHS/EPHS project. This role involves providing crucial technical guidance and operational support throughout the programming lifecycle to ensure the achievement of concrete and sustainable results. The specialist will adhere to established plans, resource allocations, results-based management (RBM) approaches, organizational Strategic Plans, and accountability frameworks. Key areas of focus include strengthening Primary Health Care (PHC) systems, encompassing referral hospitals and service quality, overseeing implementing partners and service providers, ensuring effective Quantified, Quality Metric (QQM) and Quality of Care (QoC) implementation, and managing Performance-Based Financing (P4P) mechanisms and performance monitoring. Furthermore, the role involves overseeing financial tracking, budget utilization, reporting, and supporting donor engagement and accountability to ensure transparent and effective project delivery.
Responsibilities
The Health Specialist will lead programme development and planning for IFI-supported health projects, ensuring alignment with UNICEF's strategic goals. A core responsibility involves comprehensive programme management, including rigorous monitoring and effective delivery of results for the BPHS/EPHS project. This encompasses providing expert advisory services and technical support throughout the programming process, focusing on strengthening Primary Health Care (PHC) systems, including referral hospitals, and enhancing service quality. The specialist will oversee implementing partners and service providers, ensuring effective implementation of Quantified, Quality Metric (QQM) and Quality of Care (QoC) standards. Managing Performance-Based Financing (P4P) mechanisms and performance monitoring is crucial, alongside overseeing financial tracking, budget utilization, and donor reporting. Furthermore, the role requires coordinating the implementation of IFI-supported health projects, including facilitating and managing a national coordination mechanism with the Ministry of Public Health, clarifying roles among the Ministry of Health, service providers, and other development partners. The specialist will also contribute to innovation, knowledge management, and capacity building initiatives.
