Job Purpose
The Health Officer provides professional technical, operational, and administrative assistance throughout the programming process for the Health Programme within the Country Programme. Reporting to the Health Specialist, this role is instrumental from the initial development planning stages through to the successful delivery of results. The officer is tasked with preparing, executing, managing, and implementing a diverse range of technical and administrative programme tasks. These responsibilities are designed to facilitate robust programme development, ensure efficient implementation, enable diligent progress monitoring, and support comprehensive evaluation and reporting of results. A key focus is to champion the right to health for every child, particularly through supporting secondary care for children in the Gaza area, thereby contributing significantly to UNICEF's mission to save lives and defend rights.
Responsibilities
The Health Officer is tasked with providing comprehensive support to programme development and planning, with a critical emphasis on strengthening secondary care support for children. This involves actively participating in the strategic design, conceptualization, and formulation of health initiatives, ensuring alignment with country programme goals. A core responsibility is robust programme management, encompassing diligent monitoring of all activities, tracking progress against indicators, and ensuring the effective delivery of planned results. This includes identifying potential challenges, proposing timely solutions, and adapting strategies as needed. The officer provides essential technical and operational support throughout programme implementation, ensuring that activities are executed efficiently, adhere to established guidelines, and meet quality standards. Furthermore, the role involves proactive networking and partnership building, fostering strong collaborative relationships with government counterparts, NGOs, community leaders, and other stakeholders to leverage resources and maximize programme impact. Finally, the Health Officer contributes significantly to innovation, knowledge management, and capacity building efforts, promoting the adoption of best practices, documenting lessons learned, and strengthening the capabilities of local partners and staff to ensure sustainable health outcomes for children.
Work Experience
A minimum of two years of professional experience is required in one or more of the following areas: public health/nutrition planning and management, maternal and neonatal health care, or health emergency/humanitarian preparedness.
