Job Purpose
The Operations Specialist, based in Beni & Butembo, DR of the Congo, provides critical strategic leadership, coordination, and oversight for all operational functions, including Supply Chain, Finance, Administration, Risk Management, and ICT, specifically for the Ebola response. This role is essential in ensuring that operational systems are agile, risk-informed, and highly responsive to emergency needs. The incumbent will facilitate the timely delivery of vital supplies, support the rapid deployment and well-being of personnel, and ensure the uninterrupted continuation of program response activities across all affected areas. The Operations Specialist will also serve as a senior member of the Ebola Coordination team, offering expert advice on the most efficient operational strategies, identifying and mitigating operational risks, advising on governance, optimizing resource allocation, and strengthening systems, all while maintaining strict alignment with the emergency response plan and simplified emergency procedures.
Responsibilities
The Operations Specialist will be responsible for developing people resources to foster technical competence, career progression, and retention of an agile workforce. They will champion strategic resource allocation to achieve organizational goals and ensure Value for Money (VfM). Enhancing Risk Management practices to improve organizational performance and strengthen internal controls is a key duty. The role involves ensuring further operational centralization and optimization to maximize efficiency gains across all functions. Strengthening both internal and external partnerships is crucial, leveraging UNICEF’s oversight and understanding of financial management across all office areas. This includes managing and coordinating supply chain operations, overseeing financial management and reporting, ensuring effective administrative support, implementing robust risk management frameworks, and managing ICT infrastructure to support the emergency response. The specialist will also play a key role in ensuring compliance with UNICEF policies and procedures, particularly in emergency contexts, and will contribute to the overall strategic direction of the operational support for the Ebola response.
Work Experience
A minimum of 5 years of professional experience at the national and/or international level is required, with a focus on operational management, finance, supply chain, or administration, preferably in emergency or humanitarian contexts.
