Job Purpose
The purpose of this consultancy is to support the Ministry of Labour and Social Protection in the Republic of Moldova in the preparation, coordination, and finalization of the combined sixth and seventh periodic report to the United Nations Committee on the Rights of the Child. This report is in response to the List of Issues Prior to Reporting (LOIPR) transmitted by the Committee. The consultant will play a key role in ensuring the report accurately reflects the implementation of the Convention on the Rights of the Child within the country, working closely with the Ministry, which is the central public authority responsible for child protection policy and monitoring.
Responsibilities
The consultant will be responsible for coordinating the preparation of the combined sixth and seventh periodic report of the Republic of Moldova to the United Nations Committee on the Rights of the Child. This involves liaising with the Ministry of Labour and Social Protection (MLSP) and other relevant government institutions to gather necessary information and ensure alignment with national policies and the Convention on the Rights of the Child. The consultant will assist in the analysis of legislation, policies, and programmes related to children's rights, and in drafting sections of the report based on the LOIPR. They will facilitate inter-ministerial coordination processes to ensure a comprehensive and cohesive report. Additionally, the consultant will support the MLSP in reviewing and finalizing the report before its submission, ensuring it meets the requirements of the Committee. This role requires working remotely and managing the consultancy for a period of 6 months.
Work Experience
At least 5-7 years of experience in human rights, child protection, social policy, or public sector policy development, monitoring, or evaluation. Demonstrated experience in analyzing legislation, policies, and programmes related to children's rights, and experience working with government institutions and inter-ministerial processes.
