Job Purpose
The Chief People and Culture, Senior Leadership Support Team is the primary People and Culture business partner to UNICEF senior staff (SSR staff), including UNICEF Representatives and all other senior staff at D-1 and above levels. They also oversee talent management for Deputy Representatives, Chiefs of Field Office, and Chiefs of Field Services/Operations. In liaison with the Office of the Executive Director and UNICEF directors, the incumbent directly supports and partners with UNICEF senior staff pertaining to their mobility and career development, strategic workforce and succession planning, talent group management, recruitment, performance management, leadership and development, onboarding, and contract management. The portfolio also entails partnering with senior staff in team management/leadership capacity building, coaching, development and learning initiatives, career advice, and policy guidance.
Responsibilities
The role involves strategic workforce and succession planning, focusing on developing and managing talent pipelines for senior leadership. The Chief People and Culture will manage the Senior Leadership Support Team, ensuring effective delivery of People and Culture services to senior staff. Key accountabilities include partnering with senior staff on their mobility and career development, strategic workforce and succession planning, and management of talent groups. This includes overseeing recruitment processes, sourcing, and assessment, as well as performance management and leadership development initiatives. The incumbent will also provide guidance on onboarding and offboarding processes and contract management. Furthermore, the role requires partnering with senior staff to enhance their team management and leadership capacities through coaching, development, and learning initiatives, offering career advice, and providing policy guidance in collaboration with relevant HQ divisions and Regional Chiefs of People and Culture. The position also works closely with the performance case management function to support heads of office in managing under- and marginal performance cases and fostering a stronger performance culture.
Work Experience
At least ten years of professional experience with increasing responsibility, preferably in the UN or another international or multilateral organization. Senior-level Human Resources Management experience and/or experience in senior line management positions at field level is a strong asset. Demonstrated expertise in executive talent management, including navigating complex leadership, succession, mobility, and organizational talent challenges. Experience in partnering with internal and external stakeholders at the senior-most level.
