Job Purpose
The consultant will provide crucial technical leadership and operational support to enhance UNICEF South Sudan’s Accountability to Affected Populations (AAP) systems and community feedback architecture. Working under the supervision of the Chief Social and Behaviour Change (SBC), and in close collaboration with programme sections, field offices, emergency teams, and inter-agency partners, the role is pivotal in ensuring that affected populations are informed, consulted, and involved in decisions that affect them. This position aims to strengthen UNICEF's commitment to humanitarian principles and protection mainstreaming by operationalizing effective community feedback mechanisms and adaptive programming in a challenging humanitarian context. The consultant will be instrumental in developing and implementing strategies that foster trust and improve the effectiveness of UNICEF's interventions.
Responsibilities
Provide technical leadership and operational support to strengthen UNICEF South Sudan’s Accountability to Affected Populations (AAP) systems and community feedback architecture. Collaborate closely with programme sections, field offices, emergency teams, and inter-agency partners to ensure effective implementation of AAP strategies. Establish and operationalize community feedback mechanisms in humanitarian settings, ensuring they are accessible and responsive to the needs of affected populations. Develop and implement social listening, feedback systems, and adaptive programming approaches. Support inter-agency coordination mechanisms and foster multi-sector collaboration on AAP. Develop Standard Operating Procedures (SOPs), frameworks, analytical reports, and operational guidance related to AAP. Contribute to the development and dissemination of information for affected populations. Facilitate workshops and learning sessions on AAP principles and practices. Synthesize complex data and translate findings into actionable recommendations for programme improvement. Coordinate with governments, UN agencies, donors, and civil society organizations to promote a unified approach to AAP. Ensure that UNICEF's work aligns with humanitarian principles, AAP commitments, and protection mainstreaming standards. Adapt strategies and approaches to the specific context of South Sudan, including fragile or emergency settings.
Work Experience
Minimum of 8 years of progressively responsible professional experience in Accountability to Affected Populations (AAP), community engagement, Risk Communication and Community Engagement (RCCE), humanitarian programming, or social accountability. Demonstrated experience in establishing and operationalizing community feedback mechanisms in humanitarian settings. Strong experience in community engagement, social listening, feedback systems, and adaptive programming. Experience supporting inter-agency coordination mechanisms and multi-sector collaboration. Proven experience in developing SOPs, frameworks, analytical reports, and operational guidance. Experience in fragile or emergency contexts is highly desirable. Previous experience with UNICEF or UN agencies is an asset.
