Job Purpose
This role supports the Ministry of Health and the Public Health Emergency Operations Center in implementing Community Based Surveillance (CBS) for disease outbreaks, specifically the 17th Ebola Virus Disease (EVD) outbreak in the Democratic Republic of the Congo. The Health Officer will work within the surveillance pillar, leveraging community networks and coordinating closely with Social and Behavior Change Communication (SBC/RCCE) activities. The primary goal is to ensure effective community engagement and acceptance of public health measures, contributing to the early detection, reporting, and follow-up of alerts and cases. This position is crucial for strengthening the health system's response in a complex environment characterized by health system limitations, logistical challenges, insecurity, and diverse community perceptions, ultimately aiming to protect vulnerable populations, especially children, during health emergencies.
Responsibilities
The Health Officer will be responsible for the detection and reporting of disease alerts through established community networks and mechanisms. This includes the follow-up of identified cases and their contacts to prevent further transmission. A key responsibility is the supervision and support of community actors, including community health workers and local committees, ensuring they are equipped and motivated to perform their surveillance duties effectively. The role involves close coordination with health facilities to ensure seamless referral and management of cases. Collaboration with SBC/RCCE teams is essential to integrate surveillance activities with community engagement and risk communication efforts, promoting understanding and acceptance of public health interventions. Furthermore, the officer will be responsible for the collection, use, and monitoring of surveillance data to inform response strategies and identify trends. Regular reporting on surveillance activities and findings to relevant stakeholders and management is also a critical component of this role, contributing to the overall effectiveness of the public health emergency response in the affected provinces.
Work Experience
At least two (2) years of relevant professional experience in community-based surveillance or public health programs.
