Job Purpose
The Public Health in Emergency Specialist will provide technical and operational coordination for UNICEF-supported public health interventions within the Ebola outbreak response in the Democratic Republic of Congo. The role aims to contribute to the rapid interruption of transmission, strengthen surveillance systems, protect vulnerable populations, and ensure the continuity of essential services. This position requires strong coordination, adaptability, and cultural sensitivity to support effective and equitable response efforts, particularly for children and at-risk communities in a complex and evolving humanitarian context characterized by health system limitations, insecurity, and displacement.
Responsibilities
Ensure the technical and operational coordination of UNICEF-supported public health interventions within the Ebola outbreak response, contributing to rapid transmission interruption, strengthened surveillance, protection of vulnerable populations, and continuity of essential services. Provide coordination and operational support for the Ebola response. Offer technical support for surveillance and data management. Monitor community interventions, Risk Communication and Community Engagement (RCCE), and Infection Prevention and Control/Water, Sanitation, and Hygiene (IPC/WASH) activities. Manage operations and logistics, including supply tracking. Undertake documentation, reporting, and knowledge management, including capturing lessons learned and capitalization. Support the Government through a multi-sectoral approach, focusing on community engagement, surveillance, infection prevention, and the continuity of essential services for vulnerable populations. Adapt to a complex and evolving context shaped by health system limitations, logistical constraints, insecurity, displacement, and diverse community perceptions influencing health-seeking behaviors.
Work Experience
A minimum of five (5) years of relevant professional experience in public health emergency management, epidemiological surveillance, outbreak management, or health response coordination is required. Demonstrated experience in responding to epidemic-prone diseases (e.g., Ebola, Cholera, Mpox, Measles, COVID-19) or other public health emergencies. Experience working in complex humanitarian contexts, including insecurity or population displacement.
