Job Purpose
The SBC Officer (Digital) will contribute to the design, management, monitoring, and evaluation of evidence-based, inclusive, and innovative digital Social and Behaviour Change (SBC) and Risk Communication and Community Engagement (RCCE) strategies. This role supports the country's emergency response program, focusing on the Ebola Virus Disease (EVD) outbreak in the Democratic Republic of the Congo. The officer will leverage digital communication, social listening, community feedback mechanisms, and technology-enabled engagement to strengthen response actions, combat misinformation, promote protective behaviors, and ensure accountability to affected populations. This position operates under the supervision of the Chief, Social and Behaviour Change, in Kinshasa, requiring close coordination with various stakeholders including government counterparts, UN agencies, NGOs, and implementing partners.
Responsibilities
The SBC Officer (Digital) is responsible for the design, planning, and implementation of digital SBC strategies, ensuring they are evidence-based and aligned with emergency response objectives. This includes developing and executing digital communication plans, utilizing social listening tools to monitor public sentiment and identify misinformation trends, and establishing effective feedback mechanisms for affected populations. The officer will play a key role in research, data collection, and analysis to inform SBC interventions, ensuring that social insights drive program design and adaptation. Coordination with internal and external partners, including government bodies, UN agencies, NGOs, and community structures, is crucial for effective implementation and operational support. The role also involves capacity building for partners on digital SBC approaches, fostering learning, and identifying opportunities for scaling up successful interventions. The officer will contribute to monitoring and evaluating the impact of digital SBC activities, reporting on progress, and making recommendations for improvement to strengthen the overall emergency response.
Work Experience
A minimum of two years of professional experience is required in areas such as social development programme planning, communication for development, social and behaviour change, digital communication, social listening, community management, public advocacy, or emergency response.
