Job Purpose
The Administration and Finance Officer will provide essential administrative and financial management support for UNICEF's Ebola response in the Democratic Republic of the Congo. This role is crucial for ensuring the efficient, timely, and compliant delivery of operational support services required to sustain emergency response activities. The incumbent will work under the supervision of the Operations Specialist, ensuring that administrative and financial policies and procedures are consistently applied, especially during corporate activation periods and simplified emergency procedures. This position is vital for maintaining the operational backbone of the response in affected field locations, enabling rapid deployment and sustained support for critical health operations.
Responsibilities
Ensure consistent application of UNICEF administrative and financial policies, procedures, and internal controls, including Simplified Emergency Procedures during corporate activation periods, to support Ebola response operations in Bunia, Butembo, and other affected field locations. Coordinate essential office and field support services, including travel, transport, assets, local procurement, vendor follow-up, office supplies, and basic operational arrangements for rapid Ebola response deployment. Support the management of office equipment, administrative supplies, vehicles, and premises for emergency operations, including inventory updates, maintenance follow-up, and appropriate asset use in line with UNICEF procedures. Assist in the preparation, monitoring, and follow-up of service contracts and vendor arrangements related to emergency operations, ensuring timely payments and compliance with UNICEF regulations. Monitor administrative and operational budgets, track expenditures, and support timely financial processing to ensure uninterrupted implementation of Ebola response activities. Collaborate closely with programme, operations, security, and implementing partners to facilitate responsive field-level coordination and administrative support during the Ebola response period.
Work Experience
A minimum of two years of relevant professional experience in office management, administration, finance, accounting, ICT, human resources, supply, or another related function is required.
