Job Purpose
The Administrative & Finance Specialist will provide crucial administrative and financial support for UNICEF's Ebola response operations in Bunia, Democratic Republic of Congo. This role is essential for ensuring the efficient management of financial and administrative processes necessary to sustain emergency operations. The incumbent will be responsible for ensuring timely service delivery, strict adherence to UNICEF rules and procedures, including simplified emergency procedures during corporate activation periods, and providing effective support for field implementation. This position plays a key role in enabling UNICEF to effectively respond to the ongoing Ebola outbreak and support vulnerable populations in a complex and evolving environment.
Responsibilities
The Administrative & Finance Specialist will be responsible for strategic administrative and financial management for emergency operations. This includes overseeing financial processes, ensuring compliance with UNICEF regulations, and supporting operational coordination. The role involves managing budgets, processing payments, and maintaining financial records in accordance with IPSAS and IFRS standards. The specialist will also provide administrative support, including procurement, logistics, and human resources-related tasks, to ensure the smooth functioning of the Ebola response team. This position requires close collaboration with national authorities, UN agencies, and implementing partners to ensure effective and coordinated response efforts. The incumbent will contribute to risk identification, process improvement, and support management decision-making through financial analysis. Experience in emergency settings, humanitarian response, and outbreak response is highly desirable, as is experience with ERP systems like SAP and UNICEF financial procedures.
Work Experience
A minimum of five years of progressively responsible professional experience in administration, finance, accounting, office management, or operations support is required. This experience should include a proven track record in financial oversight, compliance, and operational coordination, particularly within challenging environments.
