Job Purpose
The consultant will provide critical technical expertise to support the update of the Human Capital Development pillar of the National Development Strategy (NDS) in Serbia, ensuring its alignment with priorities identified during the mid-term review. This role involves collaborating closely with the Child Rights Monitoring Specialist, the Director of the Strategic Planning Office at the Office of the Prime Minister, and UNICEF management. Additionally, the consultant will assist UNICEF Kosovo in mapping potential partners to strengthen child rights partnerships. A key aspect of this role is identifying opportunities to leverage both public and private financing for children, thereby positioning UNICEF as a catalyst for increased investment in an upper-middle-income country context and advancing the realization of child rights.
Responsibilities
The consultant will be responsible for providing technical expertise to update the Human Capital Development pillar of the NDS, ensuring it reflects emerging priorities from the mid-term review. This includes analyzing existing strategies, identifying gaps, and proposing actionable recommendations for enhancement. The consultant will also lead the mapping of partners to strengthen child rights partnerships, engaging with government bodies, civil society organizations, and private sector entities. A significant part of the role involves identifying and exploring opportunities for leveraging public and private financing mechanisms to support child rights initiatives. This includes developing proposals and engaging with potential donors and investors. The consultant will work collaboratively with the Child Rights Monitoring Specialist and UNICEF management to ensure alignment with UNICEF's strategic goals and child rights framework. Furthermore, the consultant will facilitate discussions and workshops with stakeholders to build consensus and foster collaboration. The role requires documenting progress, challenges, and lessons learned, and preparing reports for UNICEF and government counterparts. The consultant will also contribute to positioning UNICEF as a key player in advocating for and catalyzing investment in child rights within the country's socio-economic context.
Work Experience
At least 7 years of previous professional experience in programme design, strategy and policy development, and monitoring and evaluation.
