Job Purpose
The purpose of this consultancy is to support the Kosovo Programme 2026–2030 by strengthening policy optimization at the central level. This involves developing child-related indicators for the Municipal Performance Grant system to ensure child rights are prioritized in decision-making and investments. The consultant will assess existing digital services and contribute to the development of a child-related indicator framework, aiming to integrate child rights considerations into municipal performance evaluations and funding mechanisms.
Responsibilities
The consultant will be responsible for conducting a comprehensive assessment of current digital services relevant to child-related data and policy implementation. This includes identifying gaps and opportunities for improvement. A key responsibility will be the development of a robust child-related indicator for the Municipal Performance Grant system, ensuring it is measurable, relevant, and aligned with child rights principles. The consultant will also be tasked with developing a methodology for integrating these indicators into the grant system and providing recommendations for their effective use. This will involve close collaboration with UNICEF Kosovo Programme staff, relevant government institutions, and other stakeholders. The consultant will prepare detailed reports on the assessment findings, indicator development, and implementation recommendations, ensuring all deliverables are of high quality and meet the project's objectives. Facilitating discussions and workshops with stakeholders to gather input and ensure buy-in will also be a crucial part of the role.
Work Experience
At least 7 years of previous professional experience in assessment, evaluation, and evidence generation. Experience with international organizations is required. Knowledge of UN programming is an advantage.
