Job Purpose
The Risk & Compliance Manager position will support the Somalia Country Office, outposted in Nairobi, Kenya. Under the supervision of the Deputy Representative, Operations, the role is responsible for leading and strengthening risk management, assurance, and compliance efforts across the Somalia Country Office. This includes providing expertise, support, and monitoring related to risk management practices at process, systems, and entity levels. The manager will ensure that risk management objectives align with organizational rules, regulations, ethical behavior, internal controls, information security, sustainability, and quality assurance. They will also provide analysis and reports on the adequacy and effectiveness of risk management and internal controls, ensuring resources are effectively geared towards achieving results for children in a complex operating environment.
Responsibilities
Lead the annual risk assessment process, providing guidance and monitoring compliance with rules and regulations. Oversee the monitoring of risk mitigation action plans, including mid-term reviews. Conduct office peer reviews and site visits to verify performance quality. Ensure risk management is integrated into project proposals, governance committee reviews, and major management decisions. Lead the design and implementation of the HACT Financial Assurance Plan to ensure effective use of donor funds, transparency, and strengthened partner financial capacity. Conduct micro-assessments and support capacity building for staff and partners on HACT financial requirements. Develop and maintain HACT-compliant procedures and tools, ensuring timely closure of findings from assessments and audits. Lead the review of office systems, procedures, and processes for compliance with organizational rules and regulations. Enforce and strengthen internal controls to prevent, detect, and report non-compliance, supporting the preparation of the annual Statement of Internal Control (SIC).
Work Experience
A minimum of five years of professional experience in risk management, compliance, internal audit, or a related field, with at least two years in a developing country context. Experience in a complex humanitarian or development setting is highly desirable.
