Job Purpose
This consultancy aims to adapt UNICEF’s AI Risk Assessment Framework into an operational approach for the Pacific Healthy Islands Transformation (PHIT) initiative. The goal is to enable early, expert-led assessment of the PHIT AI Diagnostic and Treatment App, evolving into a tool for national health officials. This will facilitate timely, risk-informed decisions to accelerate the app's design, procurement, and implementation. Concurrently, it will strengthen government capacity through tool development and training. By separating framework application from tool creation, the consultancy balances urgent program needs with long-term objectives of institutionalization, sustainability, and alignment with international AI governance standards, ensuring a robust and adaptable AI risk management system.
Responsibilities
The consultancy will adapt UNICEF’s AI Risk Assessment Framework into an operational approach for the PHIT initiative, supporting early, expert-led assessment of the PHIT AI Diagnostic and Treatment App and its evolution into a tool for national health officials. This involves facilitating timely, risk-informed decisions to accelerate the app's design, procurement, and implementation. A key responsibility is strengthening government capacity through the development of a user-friendly AI Risk Assessment Tool and governance framework for long-term use. The assignment will be delivered over approximately 20 weeks, structured across four phases, combining framework adaptation, application to the PHIT use case, and capacity building with government stakeholders. This includes co-designing an interim framework, conducting initial risk assessments, integrating findings into mitigation and governance guidance, and finalizing the unified framework, tool, and implementation package, supported by capacity building and institutionalization efforts.
Work Experience
A minimum of 5 years of professional experience in AI governance, digital health governance, technology risk assessment, or related fields. Experience in the health sector, preferably in public health or health systems contexts, and experience engaging with senior government counterparts are required.
