Job Purpose
The consultancy aims to conduct a seven-month, desk-based analytical study on the financing of the Free Nutritious Meal (MBG) programme in Indonesia. This analysis will cover national and subnational levels, focusing on the State Budget (APBN) to examine allocations, expenditure trends, and spending composition. The study will assess the adequacy, efficiency, and fiscal sustainability of current financing, identifying opportunities to enhance budget performance and support informed decision-making for the programme's scale-up and long-term viability. Additionally, it will evaluate fiscal incentive mechanisms and frameworks, particularly those related to stunting reduction, to ensure alignment with MBG objectives and assess their potential contribution.
Responsibilities
Conduct a comprehensive seven-month desk-based analytical study on the financing of the Free Nutritious Meal (MBG) programme at national and subnational levels in Indonesia. Analyze budget allocations, expenditure trends, and spending composition within the State Budget (APBN) for the MBG programme. Assess the adequacy, efficiency, and fiscal sustainability of existing financing arrangements. Identify opportunities to strengthen budget performance and provide recommendations for informed decision-making regarding the programme's scale-up and long-term viability. Evaluate fiscal incentive mechanisms and frameworks, especially those linked to stunting reduction, to determine their alignment with MBG objectives and their potential contribution. Prepare clear, actionable policy recommendations based on the data analysis. Produce a final report detailing findings, analysis, and recommendations.
Work Experience
Demonstrated experience in public expenditure analysis, particularly within social sectors such as nutrition, health, and education. Experience at the subnational level is also required.
