Job Purpose
The People and Culture Officer, at the NO-2 level, is crucial in supporting UNICEF staff and their families through sensitive and complex situations such as serious illness, disability, workplace injuries, and insurance claims. Responsibilities
Under the supervision of the Compensation and Social Benefits Manager, the People and Culture Officer provides support in managing a full range of Human Resources activities in line with UN Staff Regulations and Rules and UNICEF's policies. This includes coordinating with various UN entities such as DHMOSH, UNJSPF, HLIS, and UN ABCC. The role offers a unique opportunity to specialize in complex social benefits, compensation, and staff welfare matters, serving as a trusted focal point for sensitive cases requiring professionalism, empathy, confidentiality, and careful policy application. The incumbent must balance compassion with objectivity, ensuring timely and accurate case management in a fast-paced environment. Key duties involve preparing policy and operational advice, memos, and correspondence on social benefits, including Special Education Grant, Special Dependency Allowance, life insurance claims, and in memoriam/condolence messages. The officer will also liaise with the Global Shared Services Centre (GSSC) on systemic and operational HR policy development, implementation, and business practice simplification, particularly in medical entitlements.
Work Experience
A minimum of two years of relevant professional experience in human resources, with a focus on staff welfare, compensation, and benefits. Experience in an international organization or UN system is an asset.
