Job Purpose

The Child Participation Consultant will support the Department of Social Welfare and Development (DSWD) in the Philippines to strengthen the integration of meaningful children's participation within the Philippine Community Resilience Project (PCRP). This role involves developing a comprehensive, operational, and field-tested Children’s Participation Sub-Manual, aligned with the PCRP's Project Operations Manual and existing sub-manuals. The Sub-Manual will provide practical guidance, tools, and standards to systematically embed child rights and meaningful participation across all stages of the Community Resilience Implementation Process (CRIP), adhering to Community-Driven Development (CDD) principles. The consultancy includes piloting the module and refining the Sub-Manual based on implementation lessons, ensuring it is ready for scale-up.

Responsibilities

The consultant will report to UNICEF's Child Protection and Climate, Environment and Resilience (CER) Sections and collaborate closely with the DSWD KALAHI-CIDSS National Program Management Office (NPMO). Key tasks include: A. Inception and Technical Review: Review PCRP documents (POM, Sub-Manuals, Field Guide, CRIP processes), applicable frameworks (child protection, participation, ESS, GAD, safeguarding), and identify integration points for children's participation across CRIP stages. Develop an inception report with methodology, workplan, and integration framework. B. Development of the Sub-Manual: Create a user-friendly Sub-Manual covering core principles, standards, safeguarding, operational guidance aligned with CRIP/PCRP, integration with climate/resilience frameworks, step-by-step guidance for field implementers, and tools/templates for engaging children. Ensure integration of inclusion, gender equality, safeguarding, and ethical participation, focusing on marginalized groups. C. Pilot Implementation Support: Support the piloting of the Sub-Manual in Bataraza, Palawan, including capacity-building for Area Coordinating Teams (ACTs). Gather lessons learned to refine the Sub-Manual. Ensure the final output is implementation-ready for LGUs, ACTs, and communities, aligning with safeguarding, inclusion, and PCRP operational requirements for future scale-up.

Work Experience

A minimum of 5 years of professional experience in child participation, community development, or related fields, with a proven track record in developing training materials and manuals. Experience working with government agencies and in the Philippines is an asset.
