Job Purpose
The Research Consultant will play a crucial role in the Communities Care program, focusing on revising and adapting research tools, developing and implementing Monitoring and Evaluation (M&E) frameworks for GBV prevention and risk mitigation activities. This involves creating, adapting, and implementing M&E tools, providing training and technical support to UNICEF partners on qualitative and quantitative methods, and integrating participatory and feminist approaches. The consultant will conduct quarterly visits to South Sudan to lead and coordinate research, training, and monitoring activities at the field level, building the capacity of UNICEF South Sudan and its partners to ensure effective program implementation and understanding of objectives. The role also involves leading baseline and endline surveys, data analysis, and producing comprehensive reports to inform program adaptations and future phases.
Responsibilities
The consultant will revise and adapt programme research tools for Communities Care, including baseline and endline surveys, and M&E tools to measure social norms changes. They will develop guidance for FCDO GBVPSS results framework data collection tools. The role involves creating, adapting, and implementing M&E tools for GBV prevention and risk mitigation activities, providing training and continuous technical support to UNICEF partners on qualitative and quantitative methods, and integrating participatory and feminist approaches to M&E. The consultant will conduct quarterly visits to South Sudan to lead and coordinate research, training, and monitoring activities at the field level, building capacity of UNICEF South Sudan and partners. They will lead and oversee baseline and endline surveys, including data collection, cleaning, collation, and analysis in 14 locations, producing comprehensive reports. A process evaluation of implementation will be designed and implemented, assessing changes in beliefs, attitudes, and social norms. The consultant will lead learning, review, and dissemination workshops, continuously review the Communities Care toolkit, and provide guidance for adaptations. They will produce communication materials about program impacts and support the UNICEF Child Protection section in donor reporting for GBV programming.
Work Experience
Experience in research, monitoring and evaluation, particularly in GBV programming and social norms change, is required. Experience in developing and adapting research tools, conducting qualitative and quantitative data collection and analysis, and facilitating training workshops is essential. Experience working in complex humanitarian or development settings is desirable.
