Job Purpose
This consultancy aims to support UNICEF Algeria in adapting, delivering, and institutionalizing the UPSHIFT approach for selected cadres from the Ministry of Youth and the Ministry of Vocational Training and Education. The primary goal is to enhance the capacity of ministry staff to effectively understand, facilitate, and replicate the UPSHIFT methodology. This structured approach is designed to develop adolescents' and young people's life skills, social innovation capacities, problem-solving abilities, civic engagement, and transition-related competencies. The consultancy will directly contribute to UNICEF's broader agenda focused on adolescent and youth development, Life Skills and Citizenship Education (LSCE), youth participation, employability, and learning-to-earning pathways, ensuring a sustainable impact on youth empowerment in Algeria.
Responsibilities
The consultant will be responsible for contextualizing the UPSHIFT approach to the Algerian context, ensuring its relevance and effectiveness for the target ministries. This includes adapting training materials and methodologies. A key responsibility is the design and delivery of a comprehensive Training of Trainers (ToT) program for selected ministry cadres, equipping them with the skills to independently facilitate the UPSHIFT methodology. The consultant will oversee the supervised duplication of the UPSHIFT approach by the trained trainers, ensuring quality and fidelity to the methodology. This involves providing ongoing support, coaching, and feedback to the trainers during the implementation phase. Furthermore, the consultant will be tasked with developing follow-up mechanisms and strategies to ensure the long-term institutional anchoring of the UPSHIFT approach within the partner ministries. This includes monitoring the application of the approach, identifying challenges, and proposing solutions for sustainability. The consultant will also be responsible for documenting the process, outcomes, and lessons learned, producing capitalization products that highlight the impact and scalability of the UPSHIFT approach in Algeria, contributing to UNICEF's knowledge management and advocacy efforts.
Work Experience
At least 7 years of relevant professional experience in capacity building, training of trainers, participatory facilitation, social innovation, adolescent and youth empowerment, life skills, entrepreneurship/social entrepreneurship, youth engagement, or related fields. Proven experience in designing training materials and methodological tools. Experience working with public institutions is required.
