Job Purpose
The purpose of this consultancy is to provide essential support for the research, consolidation, and drafting of the ASEAN Regional Progress Report on the implementation of the ASEAN Declaration and Regional Plan of Action on Children in the Context of Migration (RPA CCM). UNICEF is committed to assisting ASEAN in conducting a mid-term review of the RPA CCM, a key component of the EU-funded PROTECT Action. This review aims to assess progress, identify challenges, and define priority areas to accelerate the implementation of the RPA CCM over the remaining five years. The consultant will contribute to strengthening the evidence base, enhancing policy and procedural frameworks, and supporting capacity-building initiatives for relevant actors involved in child protection and migration within the ASEAN region.
Responsibilities
The consultant will be responsible for conducting in-depth research on the implementation of the ASEAN Declaration and Regional Plan of Action on Children in the Context of Migration (RPA CCM) across ASEAN Member States. This includes gathering and analyzing data related to the five key focus areas of the RPA: strengthening child protection systems, enhancing access to basic services, increasing the capacity of relevant actors, improving data collection and analysis, and strengthening networking and partnerships. The consultant will consolidate findings from various sources, including reports, policy documents, and stakeholder consultations, to draft the ASEAN Regional Progress Report. This involves synthesizing complex information into a coherent and comprehensive document that reflects the mid-term review findings. Additionally, the consultant will support the Child Protection and Migration Satellite Unit at UNICEF’s Center of Excellence in Bangkok in guiding the ASEAN Secretariat and ACWC. This includes contributing to the development of recommendations for accelerating progress and ensuring the effective implementation of the RPA CCM, with a focus on protecting the rights and needs of children affected by migration within the region.
