Job Purpose
The consultancy aims to evaluate the Social Accountability Monitoring for Sexual and Reproductive Health and Rights (SAM4SRHR) programme, implemented by SAfAIDS in partnership with the Ministry of Health and UNICEF. The evaluation will focus on the SAM model and the MobiSAfAIDS digital platform, assessing their effectiveness in strengthening youth-friendly HIV and SRH services. The consultant will examine the programme's design, implementation, results, and sustainability from 2022-2025. Key objectives include assessing adolescent empowerment in social accountability, the effectiveness of the MobiSAfAIDS platform, equity and inclusiveness, data quality, institutionalization, and generating actionable recommendations for improvement and future scale-up.
Responsibilities
The consultant will assess the extent to which the SAM4SRHR programme has empowered adolescents and young people to participate in social accountability processes and hold health providers accountable for HIV and SRH services. They will examine the effectiveness of the MobiSAfAIDS platform and SAM processes in identifying service gaps, facilitating responses, and improving dialogue between youth and the health system. The consultant will analyze the programme's equity and inclusiveness, ensuring vulnerable groups are reached. They will assess the quality, reliability, and use of data generated by the SAM4SRHR model for decision-making and advocacy. Furthermore, the consultant will examine the institutionalization and sustainability of the SAM4SRHR model, including ownership, capacity building, integration with existing systems, and financial feasibility. Finally, the consultant will generate actionable recommendations to strengthen the model, improve programme design, enhance service responsiveness, and inform future scale-up and integration within national systems.
Work Experience
Over 10 years of evaluation experience, with leadership in multi-stakeholder projects. 5-7 years in evaluation design and implementation using qualitative and quantitative methods. Expertise in adolescent health, SRH, gender, equity, child rights, and engaging marginalized youth. Experience with data management, health/digital platforms, and stakeholder engagement is required.
